The Ohio Department of Rehabilitation and Correction (ODRC) engaged Granger as the Construction Manager on Phase 3 of their Statewide Population Management Fence program project series.
Phase 3 made provisions for the design and installation/construction of Non-Lethal Electrical Fence (NLEF) systems across multiple facilities:
- Lebanon Correctional Institution (LECI), Lebanon, Ohio / Warren County
- Madison Correctional Institution – Zone A (MACI), London, Ohio / Madison County
- Oakwood Correctional Institute (AOCI); Lima, Ohio / Allen County
- Southern Ohio Correctional Facility (SOCF), Lucasville, OH / Scioto County
- Toledo Correctional Facility (TOCI), Toledo, OH / Lucas County
The Non-Lethal Electrical Fence components and operational support programming was intended to provide an added level of security around the entire facility perimeter at each of the listed correctional institutions, including sallyports and entry buildings.
The scope of work incorporated the attachment of NLEF arrays to existing facility fence systems and/or new fence systems. The NLEF alarm systems also needed the ability to link with facility camera software and mobile maps.
The NLEF design included provisions for adequate electrical capacity to power the systems, provide emergency back-up power and connections to facility communications and security systems.
Associated underground power feeds required existing utility finding to avoid potential issues with excavation.
